Not all the Italians were registered after the Social War. In the censorship of 86-85, held under the domination of Sulla's enemy Cinna, who had supported the favorable registration of the Italians, only about seventy thousand men were added to the citizenship rolls. Men apparently had to come to Rome to register, and no great effort seems to have been made to bring them. As dictator, Sulla made no change in the attribution of the Italians to the old tribes, but by his suspension of the censorship he seems to have made sure that there should be no great addition to the number of citizens registered.
It was no doubt in part dissatisfaction with the static condition of the registration lists that made the populares of the seventies clamor for the restoration of the censorship. As consul in 70 Pompey revived the office and brought about the election of two of his henchmen as censors. Throngs came to Rome to register, and the citizen rolls were practically doubled.
